Toll Bridge Between Missouri and Illinois?

To toll or not to toll for a new bridge over the Mississippi River at St. Louis is a debate similar to others across the nation.

Lately, the tolls have been winning.

California Gov. Arnold Schwarzenegger kept a San Francisco Bay bridge proposal alive last year by agreeing to raise tolls on other bridges to help pay for it.
