St. Louis County's proposal to close one side of Highway 40 during construction that starts next year received a lukewarm reception Tuesday as Missouri Department of Transportation officials refused to commit to any plan regarding the 12-mile stretch of roadway.

In a news conference held at the University Club Tower in Richmond Heights, County Executive Charlie A. Dooley unveiled the results of a six-month study on the upcoming project.

Rage Over Gas Prices

Tempers are rising along with gas prices. Gas stations across the country report that drivers are taking out their gas rage against big oil by yelling at clerks and cashiers and sometimes driving off without paying.

"Everyone is suffering at the same time," said Sam Shirazie, a clerk at a Chevron station east of downtown Los Angeles. "If I could help to reduce that pain, I would."

Is Liposuction for You?

Most patients who undergo liposuction to remove unwanted fat are happy with the outcome and would do it again, a survey suggests.

Among 209 patients who had liposuction performed by surgeons at the University of Texas Southwestern Medical Center, 80 percent said they were happy with the results.

The same percentage said they would choose to have the procedure again, while even more -- 86 percent -- would recommend it to family or friends, according to survey results published in the journal Plastic and Reconstructive Surgery.

No Fence, Says Mexico

MEXICO CITY - Mexico and four Central American nations condemned the U.S plan to build hundreds of miles of triple-layered fencing on its southern border, saying it would not stop illegal immigration.

In a joint news conference in Mexico City late Thursday, the foreign ministers of Guatemala, Honduras, Nicaragua, Costa Rica and Mexico said that building barriers was not the way to solve problems between neighboring nations.

Was Phone Data Given Away?

Verizon Communications Inc. has joined fellow phone company BellSouth in denying key points of a USA Today report that the companies had provided records of millions of phone calls to the government.

Verizon has neither provided customer call data to the National Security Agency nor been asked to do so, the company said Tuesday in an e-mailed statement. On Monday, Atlanta-based BellSouth Corp. made a similar denial.

Guards on US-Mexico Border?

In a move designed to win support for immigration reform from get-tough conservatives, President Bush plans to send thousands of National Guard troops to help secure the Mexican border.

Bush, in a speech to the nation Monday, will propose using the troops as a stopgap measure while the Border Patrol builds up its resources to more effectively secure the 2,000-mile line between the U.S. and Mexico, said two White House officials speaking on a condition of anonymity before the president is scheduled to speak at 8 p.m. EDT.

At three hours, 45 minutes, the newly expanded SAT exam can be a grueling marathon of essays and multiple-choice bubbles, many high schoolers say. Now, with preliminary figures showing a small but noticeable drop in scores this year, some experts wonder if student fatigue is to blame.

That could further pressure the College Board to let students take different sections of the test on separate days — an issue on the agenda at the nonprofit's SAT committee meeting that was underway Friday in New York.

Skepticism over Bush CIA Pick

Questions over President George W. Bush's nomination of Gen. Michael Hayden to run the Central Intelligence Agency are expanding, with more key Republicans skeptical.

Sen. Saxby Chambliss, R-Ga., questioned on Tuesday whether a military officer should run a civilian intelligence agency.

The Pentagon already controls 80 percent of the intelligence budget through such agencies as the Defense Intelligence Agency and the National Security Agency. "There are reasons we have to be very careful injecting the military into a civilian spy agency," said Chambliss, a member of the Senate Intelligence Committee. Defense intelligence has a "very specific role and mission - to support the war fighter," often getting information on immediate tactical matters, while the CIA gathers intelligence about strategic and long-term trends, frequently using human agents.
